She was involved in a number of Hough neighborhood improvement programs, including Community Action for Youth, Neighborhood Youth Corps, Model Cities Association, and the Citizen's Participation Organization. She became a city councilwoman from Cleveland's Ward 7 in 1982. The collection consists of photographs depicting Lewis' involvement in the Hough community of Cleveland, Ohio, and Cleveland politics.
